Lisvalletta, a city-state, is a unique place. There are two suns rising here every day, and the locals live in harmony. However, crime and drug trafficking are persistently on the rise in the background of generally calm daily life. And lately, Lisvalletta has been plagued by the dangers of the newest medicine, Anthem. Investigative organization The SEVEN-O focuses on eradicating the new scene narcotic. To cope with the criminal issues, they work in pairs, or what they refer to as the "double-decker system." The mysterious Kirill Vrubel, whose skills are unknown, joins the seasoned detective Doug Billingham.
