Rokurou Okajima works for a sizable organization in Tokyo. He is kidnapped captive in Southeast Asia when a group of pirates hijack his ship while he is on a business trip. The Lagoon Company is led by Dutch, and includes the technician Benny and the shoot-first Revy. The three simply want Rokurou's CD that contains nuclear bomb plans in order to kidnap him and demand a ransom in exchange.
Rokurou has since become friends with his captors, but the company is unconcerned about his destiny and sends a group of mercenaries to kill him and the pirates.
Rokurou comes up with a clever plan to defeat the mercenaries, and the pirates are so impressed with him that they decide to include him to the Black Lagoon crew. He now goes by the name Rock and works for the Lagoon Company executing orders for the mafia and other criminal organizations.
